Joe is predeceased by his brother, Everett Mount, Jr. The son of Everett Mount, Sr. and Agusta Mount, Joe was born and raised in New Jersey before serving 20 years in the U.S. Navy, including a tour in Southeast Asia. Upon retirement from active duty, Joe settled in Dumfries, Virginia and continued to support the Department of Defense as a contractor.
